My bare-bones setup on a breadboard
The the 7104 Hex inverter chip should be powered by 3.3V along with the Xbee module. If you don't have a 3.3V power supply available you can use a 3.3V 3 terminal voltage regulator.

The Xbee has 2mm pitch pins so I made a little breakout board with eagle cad to allow me to use standard .1" pitch headers. Here are the eagle cad files. Or just use this PDF with the copper layout.

When you get all setup grab the X-CTU software from MaxStream and start configuring. Standard settings are 9600 baud, no flow control, 8n1.
